16. Il PNRR di Guicciardini – The Guicciardini’s PNRR

Giovanni Moro (I problemi del PNRR, La Repubblica, 18 Aprile 2023) riassume in sei ragioni l’italica incapacità di riforme che sta insabbiando (anche) il PNRR.
Elenchiamo:
1)  “C’è, prima di tutto, il disinvestimento sulla dimensione pubblica, avvenuto nel contesto della egemonia del paradigma neoliberale”;
seguono:
2) strutturazione multilivello e policentrica dell’azione pubblica: quindi scoordinamento e conflitti fra Stato, Regioni, Comuni, ministeri, assessorati e tutta la galassia costruita sulle complicazioni del sistema;
3) un alto tasso di indifferenza dovuto alla storica disattenzione per la messa in opera e implementazione, dei programmi pubblici;
4) incompetenza, disinteresse, irresponsabilità nei confronti dei provvedimenti, nella convinzione che una volta scritte nella Gazzetta ufficiale le norme si attuino automaticamente;
5) i tempi della politica come raccolta del consenso impediscono i tempi necessari alle politiche di lungo periodo, le uniche capaci di incidere strutturalmente;
6) impossibilità di progettare un futuro comune per evidente incapacità di un vero e sano confronto tra visioni diverse in modo da definire soluzioni condivise.
Quanto alla prima, come si possa intravedere il trionfo del paradigma neoliberale in un Paese azzoppato dalla burocrazia, strangolato dai debiti, intossicato dal demerito e dall’incompetenza della politica, in balìa dell’assistenzialismo a tutti i costi, sarebbe più questione psicanalitica che socioeconomica.
Quanto alle altre cinque, ciascuna delle quali capace da sola di affondare una Nazione, anche uno sguardo superficiale a Guicciardini e Machiavelli mostrerebbe che le predette ragioni erano di casa nel Belpaese già mezzo millennio fa. Dal che anche un intelletto di minimo calibro dedurrebbe che la nostra inadeguatezza nelle politiche razionali di medio e lungo periodo data da ben prima che John Locke cominciasse a immaginare quello che sarebbe stato il paradigma liberale. E che quindi siamo capacissimi di fare i disastri che facciamo, in piena e orgogliosa autonomia.
Basterebbe leggere al contrario la lista per concludere che le ragioni 2, 3, 4, 5 e 6 bastano e avanzano a rendere impossibile la ragione numero 1. La qual cosa pone il problema del perché questa impossibile ragione sia stata indicata per prima, ma evidentemente nemmeno il timore del ridicolo è sufficiente a evitare l’insostenibile banalità del politically chic.
Più interessante sarebbe invece meditare su quel pochissimo di liberalismo di cui il Paese è stato capace: magari potrebbe sorprendere scoprire cosa abbia impedito alla burocrazia di pietrificarci, ai debiti di soffocarci, al demerito e all’incompetenza di ucciderci, all’assistenzialismo di affondarci.
E libererebbe Guicciardini e Machiavelli dal sospetto di essere stati criptoliberali ante litteram.

Giovanni Moro (The problems of the PNRR, La Repubblica, 18 April 2023) summarizes in six reasons the Italian incapacity for reforms, that is burying (also) the Italian PNRR (Recovery and Resilience National Plan).
Here the list of the reasons:
1) “First of all, there is the disinvestment in the public dimension, which took place in the context of the hegemony of the neoliberal paradigm”;
then the following ones:
2) multilevel and polycentric structure of Italian public action: it means lack of coordination and conflicts between the State, Regions, Municipalities, ministries, departments and the whole galaxy built around the complications of the system;
3) a high rate of indifference due to historical inattention to the implementation and development of public programs;
4) incompetence, disinterest, irresponsibility towards the measures, in the belief that once written in the Official Gazette the rules are automatically implemented;
5) the timing of politics as a “consent collection activity”, that prevents the timing of long-term policies – the only possibility for obtaining structural effects;
6) impossibility of planning a common future due to the evident incapacity of a true and honest debate between different visions in order to define shared solutions.
Concerning the first reason, how the triumph of the neoliberal paradigm can be glimpsed in a country like Italy, crippled by bureaucracy, strangled by debts, intoxicated by the demerit and incompetence of politics, at the mercy of welfarism at all costs, would be more a psychoanalytic question than a socio-economic one .
Concerning the other five, each of which would be even alone capable of sinking a Nation, even a superficial look at Guicciardini and Machiavelli would show that the aforementioned reasons were already firmly established in the Belpaese half a millennium ago. From this premises even a minimally caliber intellect would deduce that Italian inadequacy in medium- and long-term rational politics dates back long before John Locke began to imagine what the liberal paradigm would be like – and that we are therefore totally capable of causing the disasters we cause, in full and proud autonomy.
It would be enough to read the list backwards to conclude that reasons 6, 5, 4, 3 and 2 are more than enough to make reason 1 impossible. This raises the question of why the impossible reason 1 was indicated at the first place, but not even the fear of ridicule is clearly enough to avoid the unbearable banality of politically chic.
Instead, it would be more interesting to meditate on that so low dose of liberalism that Italy has been able to tolerate: perhaps it might surprise to find out what has prevented bureaucracy from petrifying, debts from suffocating, demerit and incompetence from killing, welfarism from sinking.
And it would free Guicciardini and Machiavelli from the suspicion of having been cryptoliberals ante litteram.
