___
It happened at the beginning of the Fourth Era – the Era of the Third Republic – just over a year after the first halfling-woman was installed on the High Seat of the Shire, at the head of the government of Eriador.
It was just after Midwinter when Lobelia Serracinta, First Sister of the Shirebrothers, faced the uprising of the Rohirrim of Rohan.
Once horse breeders, since Shadowfax Lord of Horses had gone to Valinor together with a delegation of Elves from Rivendell, beyond the western sea, the Rhoirrim had met Simmental, the Lady of Cows, on the edge of the Forest of Fangorn.
They had sworn loyalty to her in exchange for milk for cheese and fertilizer for the fields and all too soon Shadowfax and the horses – which also gave neither milk nor fertilizer – fell into oblivion.
For some time, Middle-Earth, from Arnor to Rhovanion, from Erebor down to the Bay of Belfalas, had federated to resist the Danger from the East – Mordor had been defeated but not destroyed – and had elected the glorious Rivendell as its capital.
A third of the common wealth held in the Union’s treasure chests was allocated each year to the Rohirrim to subsidize their perpetually loss-making business, even if their contribution to the wealth of Middle-Earth amounted to barely a fiftieth.
Several times the Master Elves of the Council of Gondolin had pointed out the shame of that privilege and the resentment of the blacksmiths, weavers and carpenters because, unlike the Rohirrim, no subsidy helped them in the fight against the competition coming from the east – from the remote lands of Runn and Haradwaich.
But the Rohirrim had been decisive in Halfwoman Lobelia’s victory, and so, after having given, they demanded to receive.
Noticing Lobelia’s lack of concern, Tobald Hornblower of Decumanuses League (no longer Nordecumanaus), now as inconsistent as a joke and unstoppable as a mechanical doll with overused shock absorbers, immediately occupied the space vacated by the First Sister.
He yearned beyond all measure to recover the ignoble collapse of electoral consensus due to his difficulty in distinguishing between public affairs and the game of Monopoly.
And so, after having fought in the last week for the project of the Bridge over the Anduin, for a new law on the differentiated autonomy of the Decumanuses and for the rejection of the refugees who landed in the Bay of Belfalast from the Southern Lands, he also embraced the cause of the Rohirrim.
He accompanied them as they marched in their chariots pulled by Simmental’s daughters (the horses didn’t want even consider it) along the four-lane stretch of the great Elven Road between Eregion and Kazad-Dum. And he shouted with them against the dictatorship of arithmetic and logic.
For his part, Tajanus Brandibuck, mild-mannered successor of the pyrotechnic and lamented Bungo-Bungo Baggins at the head of the now small ranks of Come on Shire!, invited everyone to exercise moderation, as usual without being listened to by anyone.
But the march of the Rohirrim had not gone unnoticed by the Eye Never Sleeping.
From the remote east, indeed, beyond the windy peaks of Ephel Duath, from his Red Square on the peaks of Orodruin, the Dark Lord watched. He observed and meditated. And he was pleased.
He was pleased because the revolt of the Rohirrim worked in his favour.
In fact, after having spread into Ithilien with his hordes of Uruk-Hai in an attempt to reoccupy lands that were once subject to the hammer and sickle of Mordor, he had to stop because the Union of Middle-Earth had sent weapons to Minas Morgul to fight the Dark Lord – mechanical eagles provided by Thorondor and repeating bows built by the Wood Elves.
Now, the Rohirrim had captured all of Middle-Earth’s attention, thus reducing the Union’s vigilance on its border to the east. To the Dark Lord it seemed the long-awaited opportunity to once again throw his Uruk-Hai ranks to the assault against the lines of defence that Ithilien had erected to stop the first wave of his hordes.
To keep the Union’s attention elsewhere, it was necessary to encourage the instability created by the Rohirrim, and therefore it was necessary to reinvigorate the ancient pacts with those who, in the Union, had always looked benevolently to the East.
The Dark Lord began with the Shire because Mordor was held in high esteem among the Halflings. He sent his Nazguls into the shade for tickling the chronically unsatisfied desires of Tobald Trumpetblower but also of Marmadoc Brandibuc of the Five Ladles so that they raised the tone of their werewolf-bleating against the Union.
The result was more than promising, because the Dark Lord could divide the reds and whites of the dragonwhale, whose leader was no longer the patient Isembold Took, but the young Begonia Gamgee who, although inexorably affected by pugnacious inconclusiveness, was capable of tickling the most maximalist nostalgias of the heirs of the deceased Red Dragon at the expense of the more gentle demands of the heirs of the deceased White Whale.
