36. Fenomenologia del Glocale – Phenomenology of Glocal

L’elegante, insospettabile, sorprendente sincronia di un banco di aringhe si riduce alla stretta osservanza di due regole ragionevolmente banali: distanza fra gli individui del banco e velocità di ciascuno rispetto agli altri. L’una e l’altra quanto più possibile costanti. Alla fine anche le due regole si riducono a una e cioè al mantenere costanti le distanze reciproche quale che sia direzione e velocità del movimento.
La mobile compattezza del banco in movimento dipende dall’assenza di scostamenti (o almeno scostamenti apprezzabili) delle distanze fra i singoli individui in moto. Uno scostamento individuale apprezzabile compromette la sincronicità del banco.
La lezione, paradossale e destabilizzante, è che il banco non richiede coordinamento centrale unico né apparato che da quel centro si distende per la trasmissione periferica e per  il mantenimento della sincronicità del moto, cioè della compattezza del banco, cioè dell’unità dell’insieme Due regole (ma forse anche una sola) sono sufficienti per definire esaustivamente la totalità. È il locale qui a definire il globale, anche se il globale, attraverso la definizione che ne dà il locale, evidenzia qui proprietà emergenti che nessuno dei suoi locali può possedere.
È sempre il locale a definire il globale, se non altro perché oltre una certa soglia di complessità, il globale – cioè la totalità – è una congettura, non una constatazione – constatabili è la pluralità (teoricamente anche infinita) dei locali.
Ipotizzare che sia il globale a definire il locale, significa appellarsi al modello spinoziano dell’Unica Sostanza che definisce i suoi infiniti modi o a quello hegeliano dell’Unico Spirito che si dispiega in una sequenza finita di momenti. Nell’uno e nell’altro caso, è la complessità del globale a dare ragione della semplicità del locale – che il globale sia (Spinoza) o non sia (Hegel) sincrono, è irrilevante. Ipotesi che suppongono la nostra capacità di accedere spontaneamente e con ragionevole immediatezza al globale – che il globale, che la totalità sia spontaneamente nostro interlocutore.
Quanto ciò assomigli a una petizione di principio è cosa verosimilmente non troppo ardua da dimostrare.
Se linea recta brevissima, è più agevole rendere ragione della complessità del globale muovendo dalla semplicità (anche relativa) del locale.
Ciò comporta conferire un primato ontologico al locale rispetto al globale – anche se, verosimilmente, un primato di vicinanza, nel senso che se è dubbio la nostra accessibilità al globale, non è dubbia la nostra accessibilità al locale.
La chiave del globale è così il locale. Dicendo altrimenti: la chiave della totalità è nella individuità.
Individuità regolata, anche banalmente – individuitas signata regularitate.
Ma se oltre un certo grado di complessità il globale può essere solo congetturato e se il locale interagisce iuxta propria principia con il locale, c’è quantomeno da chiedersi se la complessità possa infine avere un principium unitatis – un centro a cui tutto fa capo. E sicuramente c’è da usare ogni cautela nell’immaginare preordinazioni e pianificazioni di complessità e dentro a complessità.

The elegant, unexpected, surprising synchronicity of a school of herring comes down to  the strict observance of two quite trivial rules: the distance between the individuals of the school and the speed of each with respect to the others. Both as constant as possible. In the end, both rules can be reduced to one only, that is, to keep the reciprocal distances constant whatever the direction and speed of the movement.
The mobile compactness of the school in movement depends on the absence of deviations (or at least appreciable deviations) of the distances between the single individuals in motion. An appreciable deviation of an individual can compromises the synchronicity of the motion of the school.
The paradoxical and destabilizing lesson is that the school does not require a single central coordination or apparatus that extends from that center in order to grant the peripheral transmission and the preservation of the synchronicity of the motion – i.e. the compactness of the school, i.e. the unity of the whole. Two rules (but perhaps just one) are enough to exhaustively define the totality. It is the local here that defines the global, even if the global, through the definition that the local gives it, highlights here emergent properties that none of its locals can possess.
The global is always defined by the local, if only because beyond a certain level of complexity, the global (that is, the totality) is a conjecture, not an observation – only the plurality (theoretically also infinite) of the locals is ascertainable.
To hypothesize that the global defines the local means to appeal to the Spinoza model of the Unique Substance that defines its infinite modes, or to the Hegelian model of the Unique Spirit organized in a finite sequence of moments. In both cases, the complexity of the global explains the simplicity of the local – whether the global is (Spinoza) or not (Hegel) synchronous, is irrelevant. Both hypotheses assume that we are able to spontaneously and with reasonable immediacy access the global – i.e., that the global, the totality is spontaneously our interlocutor.
How much this looks like a petition of principle is probably not too difficult to prove.
If linea recta brevissima, it is easier to account for the complexity of the global starting from the (even relative) simplicity of the local.
This entails to confer an ontological primacy on the local over the global – even if, arguably, it is a primacy of proximity, in the sense that our accessibility to the global is doubtful and our accessibility to the local is not doubtful.
The key to the global is thus the local. In other words: the key to wholeness is in individuality.
Regulated individuality, even trivially regulated – individuitas signata regularitate.
But if beyond a certain degree of complexity the global can only be conjectured and if the local interacts iuxta propria principia with the local, it is at least doubtful that complexity can finally have a principium unitatis – a center to which everything belongs. And certainly we have to adopt every possible caution in imagining foreordinations and planning  possibilities of complexity inside complexity.
